Recently, the Committee on University Data Governance of the Chinese Society of Educational Technology released the review results of typical cases for the university "One Form Project". The case submitted by our university, "One Form for Primary Responsibility" Empowering Digital Transformation of Party Building in Higher Education, has been successfully selected as a Typical Demonstration Case of the University "One Form Project".

To thoroughly implement the national strategic action for educational digitalization and address longstanding pain points in university Party building work—such as fragmented reporting, inadequate data sharing, difficulties in quality control, and low collaborative efficiency—our university has innovatively built the "One Form for Primary Responsibility" system. Grounded in the philosophy of "business digitalization and digital business operation", the system relies on the university’s solid data middle platform and informatization achievements. Focusing on the actual needs of Party building work, it has realized the entire online and closed-loop management of Party building data from collection, review and management to application by unifying data standards, restructuring business processes and building an intelligent platform.

The system development adheres to the principles of problem orientation, goal orientation, service orientation, standard orientation and performance orientation. A unified submission portal and automated filling templates have been designed, effectively solving problems of duplicate submissions and cumbersome procedures. By formulating unified data specifications and connecting with the university’s data middle platform, data silos in the field of Party building have been broken down. A data quality evaluation and traceability mechanism has been established to ensure data accuracy and authority. In particular, the introduction of an AI-assisted intelligent reminder function has significantly improved task execution efficiency and refined management.

Since its launch, the system has achieved remarkable results. The efficiency of Party building data filling has been greatly improved, the data error rate has dropped significantly, and cross-departmental collaborative response speed has increased by more than 60%, truly realizing the principle of "one data, one source, consistent data output". The system not only provides a real-time and accurate data foundation for Party building assessment, inspection tours and decision support, but also forms a replicable and promotable new model of digital transformation that drives high-quality development of Party building through data.

    This selection as a typical demonstration case fully affirms the recognition by the Committee on University Data Governance of the Chinese Society of Educational Technology of our university’s efforts in deepening educational digital transformation and actively exploring data-enabled modernization of governance. In the future, the university will continue to follow the guidance of the national educational digitalization strategy, consolidate and expand the achievements of the "One Form Project", and further promote the deep integration of data technology with education, teaching, management and services. By empowering the modernization of the university’s governance system and governance capacity through digitalization, the university will contribute more "WUT wisdom" and "WUT solutions" to the digital transformation of universities with industry characteristics.
